Kuala Lumpur, August 20 (named) – The case involving the first student Zara Qairina Mahathir was the first to be billed based on the 507C (1) Criminal Code (Amendment) 2025 which provided violations for intimidation.

Minister of Home Affairs Datuk Seri Saifuddin Nasution Ismail said the implementation of amendments to the 507B to 507G section from the Criminal Code strengthened the law of intimidation.

He said that since the amendment to the 507 part of the Criminal Code was upheld and announced on July 11, the police had opened 11 intimidation investigations.

“This investigation paper is below the 507B, 507C and so on … This shows that there is an increase in laws that allow the police to act.

“Today, like the Zara case, for example, it is an accusation under one of the parts that we have stated earlier, making this the first case we accused (since the amendment),” he said during the debate about the 13th Malaysia plan (RMK13) for the Ministry of Home Affairs (KDN) in the DPR today.

He responded to the wrestling of Syed Saddiq Syed Abdul Rahman (Young-Muar) who raised the issue of police actions that were considered less fast in investigating cases involving intimidation reports including Johor recently.

Criminal Code (Amendment) 2025 and Criminal Procedures (Amendments) of Laws 2025 which aims to overcome the problem of intimidation more effectively and thoroughly including cyberbullying approved in the DPR on December 10, 2024 and the House of Representatives on December 16, the same year.

Previously, five teenagers were charged in the Kinabalu City Children’s Court in Sabah on charges of using the word criticism of Zara Qairina under the 507C (1) of the Criminal Code which was read with section 34 of the same law that brought a maximum prison sentence of one year or a fine or both, for confidence.

Simultaneously with legal development, Saifuddin Nasution said that the KDN wanted the police to act quickly in investigating every report involving intimidation.

He also asked all parties not to play sentiment or make an incorrect picture as if there was an attempt to protect anyone, or cover up.

“When I checked behind the chronology and a series of investigations (police) with a large amount of evidence (witnesses), I was sad with the commitment of the police (investigating), only because of one part where the police were said to have failed to do an autopsy.

“On August 4, on the first day we submitted a paper to AG (Attorney General) and August 3, Ms. Zara had a police report (because) when bathing in Zara’s body, there was a bruise … At the same time, on the investigation paper submitted to AG, we would suggest excavation (Zara grave),” he said.

Zara Qairina died at Ratu Elizabeth I Hospital on July 17 after being found unconscious in a trench near the Tun Datu Mustapha Religious High School Dormitory in the morning of July 16.

Meanwhile, several other ministries also launched a debate about RMK13 for their respective ministries including the Ministry of Unity.
